In conjunction with the Delaware State Housing Authority and the Delaware Division of Small Business, Rick has been the Community Development Coach for Delaware’s Downtown Development District Program since 2019. This is a state-wide role providing business and economic development technical assistance to property owners, developers, businesses, non-profit organizations, and entrepreneurs in 12 designated districts throughout the state including: Wilmington, New Castle, Delaware City, Middletown, Clayton, Smyrna. Dover, Harrington, Milford, Laurel, Seaford, and Georgetown.
Technical assistance support offered by the DDD Community Development Coach include:
- Developing Business Recruitment/Attraction/Retention strategies and implementation assistance to key stakeholders
- Helping stakeholders gain Access to Capital necessary to fund their projects
- Business planning assistance
- Financial analysis/Feasibility assistance/ and assessing eligibility for related incentives that help investors minimize risk
- Linking and leveraging partners
- Educating local elected officials and community stakeholders about the DDD program and its contribution to economic and quality of life goals through workshops and outreach.
