Our goal is to make development easier to navigate by fostering clear communication between applicants, the Office of State Planning Coordination, and reviewing state agencies—all in one place.
Submission Deadline: Applications must be submitted by the close of business on the first state business day of the month.
Meeting Date: PLUS meetings are typically held on the fifth Wednesday after the submission deadline.

Streamlined Process
Certain Pre-PLUS requirements are now handled by OSPC reducing the burden on applicants.
Adjusted Meeting Schedule
PLUS meetings are now held five weeks after the application deadline, giving agencies more time to review and prepare.
Faster Turnaround
State Comment Letters finalized one week sooner than the previous process - now within 15 business days after the meeting.
Delaware State Code Regarding PLUS
Title 29, Section 9205 c:
(c) In order to more effectively coordinate with the local land-use process, the Office of State Planning Coordination shall, through a memorandum of understanding agreed to by both parties, exempt the local jurisdiction from the provisions of this chapter or modify the pre-application review process specified herein when the local jurisdiction has a Certified Comprehensive Plan and imposes a more stringent review of projects enumerated in §9203(a) of this title than required by this chapter.
