PLUS Application Process Updates
As of Summer 2025, we've made these changes to improve the efficiency and clarity of the PLUS process for applicants and reviewers.
Extended Review Timeline for Agencies
- The PLUS meeting has moved to the fifth Wednesday after applications are due, giving State Agencies more time to review project materials in advance.
Faster Response Time After Meetings
- After the PLUS meeting, agencies now provide comments within 5 working days, allowing applicants to receive timely feedback.
Pre-Check Requirement Removed
- Applicants are no longer required to complete a Pre-Check. This step will now be handled internally by the PLUS coordinator, streamlining the process.

Using the PLUS System: Step-by-Step
Step One: Submit the PLUS Application
The PLUS application form is fully online. As you fill it out, the form will dynamically adjust—displaying additional questions based on your responses. This helps reviewing agencies get a more complete picture of your project from the start.
Please note: The application does not save your progress if you close the browser or exit the form. Before beginning, we recommend having all necessary project information available so you can complete the application in one session.

Step Two: Collect & Verify Supporting Documents are Accessible
Accessible Document Requirement
To comply with the Department of Justice final rule on Nondiscrimination on the Basis of Disability: Accessibility of Web Information and Services of State and Local Government Entities, all documents posted on the PLUS website must be accessible for individuals who use assistive technologies such as screen readers.
Documents that are not accessible may not be able to be posted on the PLUS website. Applicants are responsible for ensuring uploaded files meet accessibility standards.

If you need assistance making your documents accessible, please contact the PLUS Team.
Starting in April 2027, applications will no longer be accepted if they fail to meet accessibility requirements.
Step Three: Upload Supporting Documents
Once your application has been reviewed and approved to move forward in the PLUS process, you will receive email instructions from a member of the OSPC team on how to submit your supporting materials. Applicants will upload all relevant documents—such as site plans, reports, ordinances, the owner signature page, and any other required forms—via Dropbox to the Office of State Planning Coordination (OSPC).
Optional Tools to Explore Your Site
Pre-Check
While the Pre-Check is no longer required before submitting your application, we encourage you to use it as a planning tool.
This web-based map allows you to explore datasets that State Agencies consider when reviewing land use proposals. The output report can help you understand possible constraints or considerations—such as wetlands, environmental areas, or infrastructure impacts—before finalizing your site design.
If you choose to run a Pre-Check, the report can be submitted along with your application to help inform reviewers.
MOU Matrix: Does my project need to come through PLUS?
This tool helps you determine whether your project requires PLUS review, based on agreements between OSPC and local municipalities or counties. It considers factors like residential units, non-residential floor area, and other criteria. If no agreement exists, county rules apply. Even if your project isn’t required to come through PLUS, you’re still welcome to submit if you'd like feedback from agency experts.
