LIVABLE DELAWARE: THE STRATEGIES FOR STATE POLICIES AND SPENDING

On September 23, 2004, Delaware Governor Ruth Ann Minner signed Executive Order #59, approving a 5-year update of the Strategies for State Policies and Spending document, originally approved in December 1999. The new State Strategies document is available on this page as a set of PDF files, presented below in a Table of Contents. There is also an Executive Summary, a set of large-format PDF versions of the State Strategies maps, the Green Infrastructure Strategy maps, and a selection of related geospatial (GIS) data sets.

Large-format versions of the Strategy maps

The following PDF files are large-format version of the State Strategies maps. They are designed to print at 22x34 inches (ANSI D) and are large enough for easy browsing and zooming-in using the tools included in the free Adobe Acrobat reader. Because of the large size of these files, we recommend saving them to your hard-drive (right-click:save file as) prior to opening them.

Green Infrastructure Strategy Maps

The Green Infrastructure Strategy maps that are a part of the overall Strategies for State Policies and Spending are available as a collection of four maps. These are in the PDF format and are designed to print at a page size of 11x17 inches.

Related geospatial (GIS) data sets

This section contains a selection of geospatial (GIS) data sets used to create the State Strategies maps. Full metadata about these data sets is available in the zipped file collections below and in the State Planning section of the Delaware Metadata Explorer. Information on these area designations can be found in Section III, Directing Growth, of the Strategies document.

  • strategies_2004.zip -- A data set of areas in Investment Levels 1, 2 and 3. All areas outside of these polygons are designated in the Strategies as either Level 4 or Out of Play. A separate data set (below) provides spatial data showing areas considered to be Out of Play.
  • out_of_play.zip -- Three data sets that make up the areas that have been determined to be Out of Play (not available for development or for redevelopment). There are separate data sets for statewide out of play areas, areas out of play under the New Castle County UDC, and flood zone areas in Kent County, which are out of play under that County's land use ordinances.
  • strategy_overlays_2004.zip -- A data set of several special overlay areas in the Strategies. These are the Environmentally Sensitive Developing Area, an Area of Dispute, and an Area of Study.
  • state_strategies.kmz -- A simplified version of the strategy areas and strategy overlay areas for those using the Google Earth browser.
